The comparison begins with two different labels
USB-C describes the connector. Thunderbolt describes a connection technology that uses USB-C in current docking generations. A USB-C-shaped plug therefore does not tell you that the host, dock or cable supports Thunderbolt. Read the specification attached to the port rather than treating its shape as the complete specification.

Compare two real setups instead of two category names
Suppose you need an ordinary monitor, keyboard and Ethernet connection. Begin with models that explicitly support that arrangement on your computer. If both a USB-C dock and a Thunderbolt dock satisfy it, compare total cost, physical layout and included parts. A more capable connection standard does not automatically make a simple workload more useful.
Now change the requirement: you need a particular Thunderbolt storage device as well as your displays. Find a dock with the required downstream connection and documented support for the arrangement. A USB-C data socket on another dock is not interchangeable merely because the device cable fits.
Make the comparison concrete by writing three rows: the computer's host connection, each device's required connection and the dock port that will serve it. This quickly separates a capability you need from a specification that is only attractive on paper.

Ask for the fallback table for the exact dock revision. Which displays work, which downstream devices remain usable and what power behavior is supported? If the manufacturer cannot confirm a required function in fallback mode, keep that pairing off the confirmed shortlist.

Buy for the computers that will actually connect
A mixed desk with two different laptops needs two compatibility checks. Record the behavior expected from each computer, including any software requirement and the outputs used for its displays. Do not let success on the newer machine conceal a missing function on the older one.
For a planned future laptop, wait for a specific model or accept that future compatibility remains unconfirmed. It is reasonable to choose extra capability, but describe it as flexibility rather than a guarantee that every later computer will work identically.
Once your required connections have a documented path, choose the product that makes those paths convenient. The best outcome is a clear explanation of why the selected dock fits your setup, without relying on Thunderbolt or USB-C as a substitute for checking the details.
